Ipoh district police chief Azisman Alias said the situation was generally under control and no unlawful gatherings were organised by any parties.
Over 100 people were arrested at the May 7 assembly sitting where Pakatan speaker V Sivakumar was ejected from his seat by BN reps.
He said more than 200 policemen were stationed at the building and surrounding areas, especially at Medan Istana, where the DAP, PAS and PKR offices were located.
The area was crowded with security personnel, the media people and a few supporters since 8am.
Azisman said a police helicopter, which was hovering above the area, was monitoring the traffic flow, adding that police had mounted road blocks at main roads leading to the building since early morning.
Former Menteri Besar Mohammad Nizar Jamaluddin and the Pakatan Rakyat assemblypersons gathered at the DAP office before walking to the state secretariat, accompanied by their supporters, at about 9.50am.
Media representatives covering the state assembly have to go through a strict check before being allowed to enter the building.
