Fuziah Salleh's (PKR-Kuantan) motion to bring the Election Commission (EC) into the Dewan Rakyat for debate has been rejected - twice - by Speaker Pandikar Amin Mulia.

pkr congress seremban 250507 fuziah salleh Fuziah ( left) , who is also PKR's elections director, had yesterday sent a written request to Pandikar for a debate over the EC's transfer of 13,000 Hulu Selangor voters to different polling stations in the constituency.

The transfer of voters from the polling centres that they had voted in during the general elections of March 2008 to new polling centres would adversely affect the voting process come polling day on Apr 25, Fuziah argued.

Fuziah had also cited the transfer of about 230 voters in Kampung Tanjung, Sungai Choh - said to be strong supporters of the opposition Pakatan Rakyat - out of Hulu Selangor to the adjacent Selayang parliamentary constituency.

Earlier this morning, however, Pandikar sent a note to Fuziah telling her that her request had been denied.

MPs' motions should be on matters that require the House's urgent attention, said Pandikar.

They should neither be frivolous or for sake of speaking out, he added in the note.

This morning - just as Fuziah stood up to attempt to table the motion verbally - Pandikar said: "I don't know what to say, Yang Berhormat . The House has other business (to attend to). We have many laws to pass."

Pandikar also said he did not want MPs to engage in "politicking" and thereby allow the House to be overtaken by such antics as to cause disruptions to its business of passing legislation.

"You know, me and my deputies have to stay until late in the night to handle all (antics such as) this," he lamented.

Yesterday, M Kulasegaran (DAP-Ipoh Barat) tabled a motion to deduct RM10 from Education Minister Muhyiddin Yassin's pay during the debates on the supplementary budget bill for the latter's ministry.

The motion dragged discussions in the House late into the night.

To Fuziah's protestations that similar action by the EC in 2004 had caused havoc and "may happen in Hulu Selangor" on April 25, Pandikar said the EC had already given their explanation of the issue, referring to EC deputy chief Wan Ahmad Wan Omar's statement yesterday.

"Even if we table the motion, the minister (in charge) is going to give you the same answer."

'EC must resign'

An incensed Fuziah, in a press conference in the Parliament lobby shortly afterwards, reiterated her stand that the transfer by the EC of voters was "illegal" as it was done without informing the people concerned.

NONE For this and other improprieties by the EC, Fuziah said the entire board of the commission should resign.

"They must resign. En bloc . They are incompetent, irresponsible and stupid," said Fuziah.

"It can only be one of two things: one it (the transfer) was illegally done with malicious intent; second, the state EC was acting on its own and the central EC was unaware of it," she added.

"Either way, the EC should step down. If it was malicious then they are irresponsible. If it was done without them being aware, then they are incompetent.

NONE "Either or, they don't deserve to be there," she said.

She also hit out at the commission for not allowing local and international observers to observe the by-election, questioning their motivation.

"What is the EC trying to hide? They stopped local observers like Malaysians for Free Fair and Elections (Mafrel) from observing. They (also) don't allow international observers? What else have they done?"

Also present at the press conference were PAS' and DAP's election directors.
