The 15th Malaysia Law Conference had a glimpse of the differences between a conservative and activist judge.

Conservative judges believe in practicing judicial restraint, leaving out their personal feelings and opinions on the law, and deferring to constitutional and legal interpretations already existing.

Activist judges would go much further to use their powers to shape social policy, for example with regard to civil rights, protection of individual rights, political unfairness, and public morality.
