A memorandum calling on the Royal Commission of Inquiry (RCI) to investigate the cause of death of DAP political aide Teoh Beng Hock from all aspects, including the possibility of homicide, was submitted to the Prime Minister's Department today.

The "Must Investigate Check List" for the RCI was submitted to the department through its legal affairs division in Putrajaya by the Malaysians for Beng Hock support group.

Support group coordinators Ng Yap Hwa and Chong Kok Siong handed the memorandum over to the division's legal adviser, Muahmmad Buhkari Ab Hamid, who said he would pass it on to the RCI.

NONE Also present were the adviser to the support group, Toh Kin Woon, and the president of the Civil Rights Committee of Kuala Lumpur-Selangor Chinese Assembly Hall, Liau Kok Fah.

The checklist outlines seven points:

  • How did the injury on Beng Hock's neck occur? Who was responsible for the injury? The coroner has clearly stated that it was a "pre-fall unjury".
  • How did the scratches on Beng Hock's hand occur? Who was responsible for the injury?
  • How did Beng Hock's waist belt get torn? Who caused it?
  • One of the suspects of the MACC, Sivanesan Thangavelu, and Kajang municipal councillor Tan Boon Wah claimed that they had been physically and mentally tortured by MACC officers. Is that true? Was there any investigation into these allegations? If not, why not? Did this also happen to Beng Hock?
  • During the coroner's inquest, MACC officers gave contradictory statements when cross-examined. Was there any investigation into these contradictory statements? If not, why not?
  • On July 17, 2009, Beng Hock's employer, Selangor exco member Ean Yong Hian Wah, had from 4pm sought to enter the MACC office at Masalam Building, but the request was rejected. Beng Hock's brother had, on that day between 6pm and 9pm, requested to look at Beng Hock's body. Why was his request denied? Who gave the instructions denying these requests?
  • MACC Selangor only lodged a police report on the second day after finding Beng Hock dead. Why this delay? Why didn't MACC Selangor immediately lodge a report? Instead, they reported to Putrajaya immediately. Who was the person they reported to in Putrajaya?

Homicide aspect must be investigated

azlan "We think the coroner during the inquest didn't look into the cause of death from the homicide aspect," Ng told reporters after handing over the memorandum.

"We hope the royal commission will conduct its investigation into all aspects, especially homicide."

He said the late DAP political aide was a right-minded person "who was to get married the following day", and that he was hardly the kind of person to commit suicide.

Ng also called for the Malaysian Anti-Corruption Commission to be held liable for Teoh's death. The MACC must take responsibility for the death of Teoh because he was founded dead in its building.

"But despite all this, until today, nobody has come forward to apologise to the Teoh's family," he added.
