Four companies which were purportedly given a project under the Seri Kembangan constituency allocation did not execute any work, said a Malaysian Anti-Corruption Commission officer today.

This was revealed to the royal commission of inquiry probing the death of Teoh Beng Hock, the political secretary of Seri Kembangan assemblyperson Ean Yong Hian Wah.

The Selangor MACC was carrying out investigations on allegations of state funds misappropriation by Ean Yong and other state assemblypersons when Teoh was taken in as a witness on July 15, 2009.

He was found dead the next day on the fifth floor service corridor of Plaza Masalam, the same building where the MACC office is located on the 14th floor.

It was previously noted that Teoh, a witness in the anti-graft authority’s probe, was suspected of drafting four “incomplete” invoices from the companies.

The companies mentioned were - MKMN Enterprise, Syarikat Aris, Fizami Construction and MA Bina Melor Enterprise.

MACC Selangor investigations unit head Hairul Ilham Hamzah testified that the owners of the four companies had confessed to not doing the projects for which the invoice were prepared.

Three others named

He also revealed that reports received mentioned the names of Kinrara state assemblyperson Teresa Kok and Pandamaran assemblyperson Ronnie Liu.  Both Kok and Liu are Selangor exco members.

Hairul said he was informed on July 14, 2009 that the investigations against the Pakatan Rakyat representatives would start with Ean Yong and Kampung Tunku assemblyman Lau Weng San.

He said that the four invoices, dated from September 2008 onwards, appeared “suspicious”. The documents were taken off Teoh’s laptop.

Among other reason for suspicions were documents containing Ean Yong’s seal but with Teoh's signature.

“There were recurring spelling errors, ‘ pagar ’ (fence) was spelt as ‘ pakar ’ (expert). There were no signatures from the owners, and it was itemised wrongly,” said Hairul.

MACC lawyer Muhammad Shafee Abdullah then asked if the MACC approached the owners of the companies, to which the invoices were made out to, Hairul said “yes” and stated that they denied doing any of the jobs.

Hairul also revealed that the case was taken over by the MACC headquarters in Putrajaya after the death of the political aide.

However, Hairul said Teoh remained a “witness of interest” and not “an accomplice” at the time of their probe, when pressed by inquiry head James Foong.

Foong then asked why the MACC did not suspect Teoh of being in cahoots with Ean Yong and investigate this angle.

“Our job, like the court, is to seek the truth,” Hairul replied.

Hairul said the crackdown was the one of the biggest operations embarked on by the Selangor MACC two year ago.

Asked why the investigator were able to zoom directly into the supposedly 'fake' document, Hairul said that he has had past experiences in investigating a similar case of misuse in 2008 involving two BN state representatives.

He said Teratai assemblyperson Yap Soo Sun (Gerakan) and Sungai Tawar assemblyperson Abdul Rahman Bakri (Umno) were charged in court with several accounts of graft including filing of false invoices, after the MACC wrapped up investigations on the matter.

Hairul added that Teoh was also just considered a "witness of interest" because the BN representatives were also found to have used their employees to file the alleged false claims on their behalf.

The inquiry continues next week with Hairul on the stand. The commission is also expected to call MACC officer Mohd Anuar Ismail.
