The Congress of Unions of Employees in Public and Civil Services (Cuepacs) wants to have a say in the discussions on the revision to the Public Service New Remuneration Scheme (SBPA) so that there would be no more issues arising after its implementation.

Cuepacs president Omar Osman said that previously, the congress was only informed after the scheme had been drawn up, resulting in many civil servants being dissatisfied.

“We (Cuepacs) should have a major role in the committee (to revise the SBPA) so that we can give our views,” he said at a press conference at the Cuepacs headquarters in Kuala Lumpur today.

Yesterday, Prime Minister Najib Abdul Razak announced that the SBPA would be revised with the objective of resolving issues that had been raised by certain quarters regarding its implementation.

Najib also said that chief secretary to the government Mohd Sidek Hassan had been asked to determine the mechanism of the revision to be carried out.

Commenting further, Omar said the congress would conduct road shows, as requested by the prime minister, throughout the country after the Chinese New Year to explain on the postponement of the implementation of the SBPA.

“During the road shows, we will also seek the views of members to be raised in the committee (to revise the SBPA),” he said.

He also hoped that with the revision of the SBPA, which is expected to be completed within two months, there would be justice for all civil servants especially concerning the increase and new pay scale.

“Civil servants should not worry because the date of implementation of the SBPA is Jan 1, 2012. If it is implemented in June, for example, they will still get the arrears,” he said.

He said 600,000 civil servants had already signed the offer letter for the SBPA earlier.

Under the new scheme, the civil service hierarchy will consist of four levels, namely, the premier group; the top management group; the management and professional group; and the implementers group.
