In the letter dated today, Tian Chua proposed to Dewan Rakyat Speaker Pandikar Amin Mulia that the committee be set up under Standing Order 80A, which is punishable under the Houses of Parliament (Privileges and Powers) Act 1952.
Under Standing Order 80A, the Dewan Rakyat is empowered to act against parliamentarians or any other individuals who are deemed to have been in contempt of Parliament.
Section 9 of the Act states that those found guilty of contempt shall be fined a sum not exceeding RM1,000.
"MPs from both Pakatan Rakyat and BN were invited for the installation of the Agong... during the event a blogger had written lies that opposition MPs had misbehaved.
"After this, newspapers, blogs and tweets that are pro-BN followed suit and reported the matter as if it were true," Tian Chua said, adding that the issue has reached a "ridiculous" stage.

The allegations, he said, were detrimental to the image and position of the Pakatan MPs.
The allegations, Tian Chua told a press conference at the Parliament lobby later, were detrimental to the image and position of the MPs linked to the blogger's claim.
Last week, blogger Dr Rahman Kadir, in one of his posts accused Tian Chua and Azmin Ali (PKR-Gombak) as well as other opposition MPs of mocking the Agong's installation ceremony.
Kota Raja MP Dr Siti Mariah Mahmud, who was also at the press conference, said she has approached her lawyers on the issue.
"The posting is discredits my dignity and Utusan Malaysia had front-paged the allegations continuously for three days," Siti Mariah said.
