Poverty has become a complex issue and tackling it would require a sophisticated analysis and approach, said Prime Minister Abdullah Ahmad Badawi today.

In view of this, he said the government was reviewing the concept and definition of poverty in a comprehensive manner which would take into account the cost of living in an area as well as the size of a family.

"This is important in obtaining a more accurate picture on poverty in different states and districts, besides identifying target groups which ought to receive assistance.

"With more detailed information, a more accurate and effective approach towards eradicating poverty can be implemented," he added.

He said the government will step up its efforts to eradicate hardcore poverty as it wants all sections of society including the disadvantaged and disabled as well as senior citizens to enjoy prosperity

"Although only one percent of households is placed under the hardcore category, we do not want our people living in extreme poverty in this land of plenty," he was quoted as saying by Bernama .

Abdullah, who is also finance minister, asked all parties, especially the private sector, to give their fullest cooperation to help realise the government's aim of eradicating poverty.

The premier was speaking at the third and final part of Budget Consultation 2005 held in Putrajaya with non-governmental organisations (NGOs) in preparation for the 2005 Budget.

'Eyes and ears'

In welcoming the contributions by NGOs, Abdullah said he regarded the NGOs as the 'eyes and ears' of the government.

"NGOs function as a check-and-balance for the government on weaknesses in the administrative machinery as well as to ensure that public programmes are presented and implemented effectively.

"As a result, this government that I am leading will continue to listen to views and constructive criticisms besides being ever ready to accept reasonable suggestions to improve the quality and effectiveness of social programmes as well as the running of the government administration generally," he added.

The premier said he also hoped that NGOs would instil a positive attitude among their members so that Malaysia's image abroad would be balanced and serve as a benchmark.

He also said that existing weaknesses in the country need to be overcome and improved.
