The special commission to study the civil service transformation today announced the four terms of reference to improve the quality of the civil service through effective delivery to the people.

The commission secretariat, in a statement in Kuala Lumpur today, stated that the terms of references included rationalisation of the public service to enhance effectiveness and efficiency of delivery service and to ensure the leadership transformation of the public service would be capable of ensuring a balance between political and administrative interests.
Apart from that, it is also to strengthen the civil service human capital to ensure a delivery service which is responsive to clients’ needs.
The fourth terms of reference is to give priority to the welfare of public servants by ensuring a more flexible and fair civil service.
The special commission, chaired by former chief justice Zaki Azmi, had met twice and is inviting the public to give suggestions and ideas to improve the country’s public service through its website http://docs.jpa.gov.my/skmtpa .
