Alam Flora Sdn Bhd has been penalised for more than RM1.7 million from September last year to April this year for failing to carry out the tasks as agreed under the concession agreement.

Housing and Local Government Minister Chor Chee Heung said the imposition of penalty proved the ministry was serious on the quality of work carried out by the company in maintaining public cleansing and rubbish collection.  

“The company needs to adhere to the schedule as well as the frequency of collection set, failing which the company could be fined,” he said when replying to a supplementary question by Zulhasnan Rafique (BN-Setiawangsa) at the Dewan Rakyat today.  

Zulhasnan was seeking clarification from Chor on the supervision of Alam Flora Sdn Bhd and whether action had been taken against the company to improve its service.

“Even though there are 1,650 enforcement officers throughout the peninsula patrolling every day in the areas under the concession companies, certain aspects may sometimes be overlooked and such weaknesses would be improved further,” he said.

To upgrade services at apartment housing areas, Chor said PPSPPA had been distributing collection schedule as well as cooperating with residents associations for better services.   

“The corporation will be signing a memorandum of understanding with residents associations in Kuala Lumpur as implemented in Johor to ensure both parties give their respective commitment,” he said relating to the strategy to improve the services of concession companies especially in apartment housing areas.

As for Selangor, Chor said solid waste management and public cleansing would only be improved if the state agreed to accept the Solid Waste Management Public Cleansing Act 2007 for the full privatisation of the service.

Local authorities (LA), he said, were responsible for maintenance of landscaping, failing which the arrival of tourists and investors would be affected.  

With effect from Sept 1, he said the ministry would be taking firm action against registered solid waste management concession companies which did not perform up to mark.  

In this regard, Chor reminded all concession companies to comply with every provision in the concession agreement to achieve the Key Performance Indicators set.

“It is the responsibility of the concession companies to ensure solid waste collection and public cleansing management services meet the KPI as agreed under the concession agreement,” he said.
