The Petaling Jaya Local Plan 2 (RTPJ2) gazetted on Jan 13, 2011 by the Selangor Town and Country Planning Department (JPBD) cannot be amended, and should be revoked first before any amendment is made.

Selangor Select Committee on Competency, Accountability and Transparency (Selcat) chairperson Teng Chang Khim said the RTPJ2, which was approved by the state executive council on Aug 11, 2010, was still in force.

Hence, a report approval by the state executive council should be gazetted first as the JPBN and the Petaling Jaya Municipal Council’s (MBPJ) jurisdictions do not supersede that of the state government, he said on the first day of a Selcat public hearing on an application to develop the Selangor State Development Corporation’s (PKNS) land in Kelana City and the RTPJ2, in Shah Alam yesterday.

He said that any amendment to the RTPJ2 could be made after the report was revoked.

The JPBN erred by amending the status of the land after it was approved by the state executive council while the MBPJ published and sold the same document with the land zoned as a commercial area, he added.

The RTPJ2 ignited a controversy when the JPBN’s report marked the PKNS’s field as an open space and a recreational area while the MBPJ designated it as a commercial zone.

PKNS had planned to redevelop the 30-year-old sport complex since 2010 but faced strong opposition from residents.

Petaling Jaya mayor Mohamad Roslan Sakiman and JPBN principal assistant director Azman Talib gave their side of the stories at the hearing yesterday.
