State BN chief Teng Chang Yeow said the coalition's draft framework for the state if given the mandate to rule after the coming general election is currently being fine-tuned to make it more comprehensive.

He added that the framework presently features eight state key economic areas and eight state key results areas in tourism, affordable housing and transportation, but admits "these are too many".

NONE "The framework would be fine-tuned according to the federal government's Economic Transportation Programme (ETP)," said Teng, when contacted today.

Teng, ( left ) Gerakan's secretary-general, said that the development team is led by Oxford economics graduate Dr Foo Loo Min.

He added that the BN will unveil the eight-year draft between seven and 10 days after it was approved by Prime Minister Najib Abdul Razak.

On the need to await Najib's endorsement, Teng said "he is after all BN chairperson".

Penang vs Pemandu's plan?

Meanwhile, Teng said if the BN wrests Penang in the coming polls, its framework would be the main plan and not that prepared by the federal government.

The federal government's Greater Penang Master Plan is being developed by the Performance Management and Delivery Unit (Pemandu) under Najib stewardship.

Teng was hitting out at the Pakatan Rakyat government for putting aside its completed Penang Blueprint and Industrial Masterplan 2011 to 2015.

"A ruling party must have its own vision and plan. If you let Pemandu be the driving force, it means you (Pakatan) do not have your own plans," said Teng.

When asked what would make the framework attractive to the people, Teng said "let it be released first and you can see how attractive it is'.

The query for the state BN's manifesto arose when Peoples Progressive Party state chief Loga Bala Mohan ( right ) revealed that the coalition had yet to have one despite the looming 13th general election which may be called soon, by the latest, next April.

All pledges will materialise

On a related matter, MCA Wanita chief Tan Cheng Liang said that the framework will not be "stillborn" but will benefit all Penangites.

While Tan is uncertain when the plan would be unveiled, she said that if BN regains Penang, all pledges made in the framework would materialiase.

"..Unlike the present government, they are a rule of man and not rule of law or policies made by themselves," Tan quipped.

"We do not see them having any development plans for Penang. What are they going to follow and what would they refer to?" queried Tan, who was former Jawi assemblyperson.
