Members of Parliament, students and teachers are among the targets in the government's battle against corruption.

According to the 2012 Government Transformation Programme (GTP) 2.0 Annual Report 2012 released by the Prime Minister's Department, the three major thrusts of the anti-corruption NKRA were to strengthen the anti-corruption enforcement agencies and legislation, to tackle major corruption cases and to reduce leakages from government procurement.

The report said the GTP 2.0 would see the addition of educational components targeting the younger generation with the aim of nurturing a new generation who were more aware and proactive towards efforts to curb corruption.

Among education elements that will be introduced are an anti-corruption secretariat in teacher training colleges, elements of corruption prevention in primary and secondary school textbooks, and anti- corruption courses for Members of Parliament.

A framework and guideline to determine political funding is also a key initiative in the GTP 2.0 implementation and work began last year aimed at restricting third party access to political funds through proper fund-management processes.

NONE According to the report, Malaysia's Corruption Perception Index (CPI) ranking rose to the 54th place from 60th and third among Asean countries behind Singapore (87) and Brunei (55).

Minister in the Prime Minister's Department Nazri Abdul Aziz ( left ), in the forward of the report on anti-corruption, said Malaysia was the only country in the world that made fighting corruption a national key performance indicator (KPI), which was a clear indication of just how serious the government was about eradicating corruption.

The Transparency International's CPI was derived from surveys carried out by Bertelsmann Stiftung, the World Justice Project, the Political and Economic Risk Consultancy, the World Economic Forum, the Economist's Intelligence Unit, Global Insight Country Risk Group, the Institute of Management Development, and the International Country Risk Guide.

Early measure of success

The NKRA registered an early measure of success, including the announcement of political funding reforms by Prime Minister Najib Razak, the creation of compliance across all government bodies, minimising opportunities for corruption through automation, creation of Central Asset Management Corporation, and enhancement of the Corporate Integrity Pledge (CIP) programme.

The achievement included 154 companies signing the CIP, a written commitment by the signatories to combat corruption in workplaces, last year.

The setting up of 14 special corruption sessions courts has enabled 404 cases to be processed and 258 settled, 96 individuals given identity protection (Whistleblower Protection Act) while 14 Automated Enforcement System (AES) have been installed under the first phase of the roll-out to reduce traffic fatalities.

The creation of the MyProcurement portal has enabled the public to view all government tenders and bids shortlisted through an online database, including 6,688 contracts posted online.
