Penang DAP Socialist Youth leaders have sent the IGP Khalid Abu Bakar a memorandum urging the force not to reject the setting up of an Independent Police Complaints and Misconduct Commission (IPCMC), and pressing for an inquest into the recent death of N Dhamendran while in police custody.

The memorandum was handed over to the IGP via the Perai police station by DAP Batu Kawan youth leaders, while several members held placards urging for the commission and a probe into Dhamendran's sudden death.

Consultant pathologist Dr Siew Sheue Feng had confirmed on May 22 that the police detainee died as a result of "diffusion of soft tissue injuries due to multiple blunt force trauma".

Batu Kawan Dapsy youth chief Satees Muniandy ( left ) said the Dhamendran case should be the last case of death in police detention.

"Today it is Dhamendran, tomorrow it could be you, me or your siblings, children or anybody. This must come to an end," he said, after handing over the memo.

"The formation of the IPCMC is in Pakatan Rakyat's federal manifesto. 51 percent of Malaysians voted for Pakatan, that can be considered as an endorsement for Pakatan policies including the formation of IPCMC.

"The federal government should not delay this anymore, and should form the commission immediately, to bring an end to these cases," he said.

Meanwhile, Batu Kawan Dapsy deputy chief Shamser Singh said that according to Section 334 of the Criminal Procedure Code, when a detainee dies in police custody, the cops should refer the case immediately to a nearby magistrate.

"That particular magistrate or some other magistrate must carry out an investigation into any foul play in the death," he added.
