Pakatan Rakyat's 2014 shadow budget proposals would lead to 5.2 percent economic growth and 3.2 percent deficit from the Gross Domestic Product, Opposition Leader Anwar Ibrahim summarised today.

The shadow budget, finalised yesterday and which will be revealed in full on Thursday, also proposes to delay implementation of the Goods and Services Tax (GST) and salary increments for ministers.

It will reintroduce high rates for Real Property Tax Gains to prevent speculation.

azlanPrime Minister Najib Abdul Razak - in his capacity as finance minister - will table the federal budget on Friday.

Anwar said Pakatan does not want to present the shadow budget in full too early, in order to prevent BN from "stealing" its ideas.

"We don't mind if they steal our ideas, but there should be an acknowledgement of it," Anwar told a press conference today in Parliament House.

Anwar said the deficit rate for the budget will be lower than BN's regular budget deficit rate, which edges closer to four percent.

The focus of the shadow budget, he said, will centre around three main concerns:

  • Addressing the Fitch Rating downgrade concerns - with the deficit reduced to almost 3 percent in this shadow budget, Pakatan targets a balanced budget by 2018;
  • Inclusive economic development; and
  • Upgrading the people's quality of life.

Other proposals are to rationalise costs in every government department, and to postpone the National Service pending a parliamentary select committee (PSC) review.

azlanPakatan said it would not consider implementing the GST until the a minimum target is achieved in terms of household income.

Its proposals include completing the long-delayed Pan Borneo highway by next year, and reviewing the government's cabotage policy which has led to the increased price of goods in Sabah and Sarawak.

Another proposal is to implement 100 percent electricity and water service delivery rate in all the rural areas.

Another PSC is mooted, this one to permanently oversee defence spending.
