The state government wants to introduce a public bicycle-sharing system to encourage Penangites to cycle as the first step to an evolution in the state’s transport system, to address the current traffic woes.

NONEState executive councillor for traffic management and local government Chow Kon Yeow (left in photo) said Penang is leading in this initiative compared to other states in terms of providing the infrastructure for the cycling community.

“This system can reduce carbon emissions and traffic congestion around the George Town area, curbing noise and air pollution and promoting a healthy lifestyle,” said Chow, who is also Padang Kota assemblyperson.

“This kind of bike-sharing system has been practised successfully in the United States, Europe, China and Japan, and in other countries,” he added.

“We feel that the application of this system will help Penang move towards a successful bicycle-using state,” he added.

NONEThe system includes a rental service where bicycles are provided at 24 kiosks for sharing and is self-service and involving short distances, and will be provided around the George Town heritage site for a start.

Chow said the system promotes an alternative mode of transport compared with motor vehicles used by public servants, private sector employees and tourists.

He added that the Penang Municipal Council (MPPP), which mooted the proposal is inviting interested parties for a ‘request for proposal’ (RFP) to provide and operate the system.

He stressed that the interested companies can bid for the project in two ways: (a) Based on MPPP’s ideas or proposal and (b) Based on the company’s proposal.

NONEAlso present at the event was MPPP building director Yew Tung Siang and MPPP councillor Lim Mah Hui, who are both biking enthusiasts.

The tender is open to qualified companies, and the firms are expected to attend a briefing on the subject in Komtar, Bilik Perdana on Jan 6, next year.

Applicants must register with ep.penang.gov.my (the state’s online procurement website) and download the RFP document with a payment of RM50.

Applications will be closed at 12pm, April 5, 2014.

‘Island Fun Ride’ to be held on April 27

Meanwhile, three Pakatan Rayat assemblypersons - RSN Rayer (Seri Delima), Chong Eng (Padang Lallang) and Teh Yee Cheu (Tanjung Bungah) launched preparations for the ‘Island Fun Ride 2014' event to be held on April 27 next year.

NONERayer said around 3,000 cyclists are expected to join the expedition, which starts at 7am at Penang Times Square, along Jalan Dato Keramat Road.

“The event is supported by the Penang Sports Council, Bicycle Town Team and BB Team Bicycle, and organised by Island Park Village Development and Security Committee,” he added.

The registration fee for participating in the event is RM70, inclusive of jerseys, goodie bags and lucky draws, added Rayer.
