Penang police have initiated a probe on the rally in front of Machang Bubuk state assemblyperson Lee Khai Loon's service centre.
 
According to Penang CID chief Mazlan Kesah, the rally was held without notifying the police.
 
Under Section 9 of the Peaceful Assembly Act 2012, organisers of a peaceful assembly must notify the police 10 days in advance.
 
The rally was held in response to a flashmob organised by Lee last week, which saw demonstrators mocking Prime Minister Najib Abdul Razak over his "kangkung" remark.
 
Rally goers claim that insulting the premier was tantamount to insulting the Malay race.
 
Two passer-by experienced verbal altercations with the rally participants and were assaulted . One of the victims was taken into police custody.

Victim to be questioned

 
Mazlan said that the one of the individuals had alleged "provoked" the crowd by uttering a racial phrase.
 
He said that his men promptly intervened and brought the victim to safety.
 
"We intervened on time, defused the situation and sent the man to the Penang hospital for check-up. He did not suffer any injuries," he said.
 
Police are expected to record the victim's statements. Mazlan declined to offer more information about the identity of the victim, which is the subject of speculation on the Internet.
 
There are some blogs which claimed that the victim was a Chinese, while others claimed that he was Malay.
