The Selangor Department of Irrigation and Drainage (JPS) has failed to systematically utilise its annual budget accorded by the state government, leading to the department going on a spending spree at the end of the year in order to do so.

This follows failures of local councils in the state to use up their annual budgets, leading to heightened efforts to finish off their allocations towards year end.

A research conducted by the Selangor assembly speaker's office showed that most projects were commenced in October onwards in 2013, and most of it were emergency works to deal with floods.

The state JPS today is facing the six-member Select Committee on Competency, Accountability and Transparency (Selcat) public hearing on the spending of funds allocated under the 2012 and 2013 state budgets.

The hearing also raised concerns on worsening flood situations statewide, mainly in the district of Klang, as the department is mainly responsible for mitigating floods in the state.

Kota Raja MP Dr Siti Mariah Mahmud ( left ), who was present at the hearing today, told the committee that residents in her constituency had "almost given up" on their flood woes being attended to by authorities.

"They don't want to hear the same excuses all the time. And every time I talk to a JPS officer, they say budget is not enough," the PAS parliamentarian ( left ) said.

Siti Mariah's constituency is one of the most flood prone constituencies in Selangor and Klang Valley.

Sri Muda assemblyperson Suhaimi Shafiei said that the state government is "very slow" in addressing flood mitigation problems in the state.

Although originally scheduled for two days, the hearing has concluded today.

The committee also announced it will initiate a public hearing on the PKNS issue in March.

The hearing will call PKR deputy president and Bukit Antarabangsa assemblyperson Azmin Ali and Menteri Besar Abdul Khalid Ibrahim as key witnesses.
