Serdang MP has questioned Keretapi Tanah Melayu (KTM) over its decision to award a 2011 contract worth RM8.48 million for the construction of a multi-storey car park at the KTM Serdang station to a company that is only involved in general maintenance and cleaning.                           

In a statement, Ong Kian Ming said unfortunately work stopped on this project even before he was elected as an MP.   

Ong said although he did not receive any reply to his queries from KTM, he received a parliamentary reply on the matter which did not reveal the name of the company.

Through Ong's search, he discovered that the company involved in the failed project was Anjung Global Sdn Bhd.

"A parliamentary reply to my query shows that the project was supposed to be completed by Jan 2, 2013 and it further added that the company failed to complete the project because of financial problems.

"They were slapped with liquidation and ascertained (LAD) charges of RM318,940.96 for late delivery between Jan 3 and July 29, 2013. In addition, the deposit of RM424,000 or five percent of the value of the contract was also confiscated from the company," he said.

Ong said his findings with the Companies Commission of Malaysia showed that Anjung Global's revenue in 2009 was RM3.2 million which is less than half the value of the project.

"In addition, Anjung Global's reserves was in the negative (-RM107,293).

"How did a company whose main business is general maintenance and cleaning, which last filed its company returns in 2009, and with negative reserves, manage to get this RM8.48 million open tender contract?" he asked.

"If this is reflective of the 'open tender' process undertaken by the BN government as part of its 'Government Transformation Programme' (GTP), then it is not surprising that this government has failed to cut down on wastage," he added.

The first term lawmaker said because of Anjung Global's failure, another open tender was called and supposedly a new contractor was to be selected on Feb 27, this year.

Ong said work was supposed to start on March 17, 2014 and it is to be completed within 12 months i.e. March 16, next year.

"I will be monitoring the construction process very closely to see if this will be another case of a poorly chosen contractor who will fail to deliver the final product.

"In the meantime, the people of Serdang will not be able to find sufficient parking near the KTM station and the illegal parking along the Jalan Sungai Besi highway will continue to cause traffic jams," he added.
