Johor Menteri Besar Khaled Nordin has insisted that the Johor Housing and Real Property Board Bill 2014 will be tabled in the state assembly on Monday even though there are strong objections that it will blur the lines between the monarchy and executive.

This is despite pressure from within his own party, including Umno supreme council member Mohd Puad Zakarshi, who had called for the bill to be postponed.

According to Utusan Malaysia , Khaled said the bill would proceed on Monday and state assemblypersons can then debate if it was in accordance with the state’s constitution.

"God willing... we will see on Monday whether it goes against the concept of constitutional monarchy - I do not think it does," he was quoted as saying.

Khaled insisted that the bill must be read together with the state constitution, which he said requires the sultan to act on the advice of the menteri besar.

The bill, if passed, will see the creation of the Johor Housing and Real Property Board which provides wide powers to the sultan, including appointing board members, determining their allowances, scrutinising the board's accounts as well as being empowered to dissolve the board.

The board, which aims to promote and undertake the development of housing and real estate property in Johor, could result in conflict of interest as the sultan is a key player in the state.

On the appointment of the board members by the Johor sultan, Khaled argued that it would be similar to the appointment of the Bank Negara governor and the chief executive of the Cooperatives Commission by the Agong at the federal level.

He told Bernama that what is more important is  that the board would enable the state government to build more low cost houses and affordable homes.
