Urban Well-Being and Local Government Minister Abdul Rahman Dahlan has been urged to follow through with his promise to disclose all tender information for the planned incinerator in Taman Beringin, Kepong.

 

Serdang MP Ong Kian Ming made this call following the minister's claim that the proposed waste-to-energy plant will be built on private finance initiative and the construction costs will be borne by the successful tenderer.

 

Abdul Rahman said the government would only need to pay the tipping fee per tonne, a fee imposed on every tonne of waste received by the future plant.

 

However, Ong ( right ) said even though the government may not need to foot the capital expenditure, the amount of tipping fee is still key.

 

"If the expected tipping fee is significantly higher than the current tipping fee, the residents of Kuala Lumpur would have to pay a far higher assessment rate," he said.

 

He pointed out the current tipping fee per tonne paid by the Kuala Lumpur City Hall is only RM84.

 

Ong warned the tipping fee per tonne could be upwards of RM200 if the future incinerator operator were to factor in the high operational costs of an incinerator.

 

"I would like to remind the minister that the operational cost per tonne for the incinerators in Pulau Pangkor, Pulau Langkawi and Cameron Highlands all exceed RM200 with the highest being RM363 per tonne in Cameron Highlands," he said.

 

Ong said details on the tipping fee are included in the request for proposal document for the proposed waste-to-energy plant.

 

As such, he called on Abdul Rahman to follow through with his promise in Parliament on Nov 26 last year, where he said the details of tender would be made public.
