Pakatan Rakyat is not able to form a shadow cabinet because of PAS president Abdul Hadi Awang, DAP secretary-general Lim Guan Eng said today.

When the hudud bill controversy erupted, DAP had severed ties with Hadi, accusing the PAS president of being untrustworthy and reneging on his promise.

"When we talk about shadow cabinet, there must be prior consultation (among all three parties). We don't have confidence this can happen,' Lim said.
