Pakatan Rakyat is not able to form a shadow cabinet because of PAS president Abdul Hadi Awang, DAP secretary-general Lim Guan Eng said today.

When the hudud bill controversy erupted, DAP had severed ties with Hadi, accusing the PAS president of being untrustworthy and reneging on his promise.

"When we talk about a shadow cabinet, there must be prior consultation (among all three parties). We don't have confidence this can happen.

"Hadi doesn't even consult his own party. How can we expect him to consult us?" Lim ( photo ) told reporters at a function in Kuala Lumpur today.

He said it was a given that Hadi would continue to lead PAS after the party's leadership elections next month and thus PAS' policies on consulting allies are unlikely to change.

The DAP leader was responding to questions on newly appointed parliamentary Opposition Leader Dr Wan Azizah Wan Ismail's pledge to revive Pakatan's shadow cabinet committee system.

'Pakatan shadow cabinet model unwieldy'

"I don't think it is possible at this moment. It only can be done at the party level," he said.

Later, at a press conference in the Parliament lobby, Lim explained that the Pakatan shadow cabinet model was unwieldy because Hadi could veto any decision being made.

Besides that, he said, BN had also used the size of the Pakatan shadow committee against them, as each of the three parties would have one representative for each ministry.

He then stressed that there was no Pakatan shadow cabinet, at least for now.

"There is no Pakatan shadow cabinet. There is a DAP shadow cabinet, a PAS shadow cabinet, and a PKR shadow cabinet.

"We can work together on issues of common interest. Whether or not there is a (Pakatan shadow cabinet) in the future, let us wait" Lim said.

He also announced DAP's shadow cabinet line-up, in which 34 of its lawmakers are appointed to 18 different ministerial portfolios.

Among the notable appointments are Petaling Jaya Utara MP Tony Pua to the Finance and Economy portfolio, Puchong MP Gobind Singh Deo to the Home and Law portfolio, and Seputeh MP Teresa Kok to the International Trade and Industry portfolio.

Each MP is limited to being the spokesperson for only one portfolio, but several can act as deputy spokespersons for several ministries. Each portfolio has up to four deputy spokespersons.

Lim, DAP parliamentary leader Lim Kit Siang and deputy PAC chairperson Tan Seng Giaw are the only ones who do not hold any portfolio.

However he denied that this was because he would act as the shadow prime minister.

"I'm not the shadow prime minister. That one you should ask the opposition leader," he said.
