Opposition leader Wan Azizah Wan Ismail has blamed the lack of parliamentary reforms on Pakatan's failure to form a shadow cabinet.

"DAP has appointed (shadow cabinet) spokespersons [...] PAS has also done the same because there is no parliamentary reform," she told reporters at the parliament lobby today.

She was commenting on DAP's move to form it's own shadow cabinet committee today.

DAP secretary-general Lim Guan Eng had said Pakatan could not form its own shadow committee due to difficulty working with PAS president Abdul Hadi Awang.

This comes a day after Wan Azizah announced that Pakatan would be reviving its shadow cabinet, with each party sending a representative for each shadow ministry.

But today she said it could not be done because Parliament did not provide funds for it.

"We have been planning a shadow cabinet for a long time, since 2008, but due to the lack of infrastructure it can't be realised.

"Parliament should bear the cost and remuneration to form a shadow cabinet.

"(But) now each Pakatan party is doing its own (shadow committee) because the party is bearing (the cost)," she said.

Whips working well together

Meanwhile, PAS Shah Alam MP Khalid Samad rubbished Lim's insistence that a Pakatan shadow committee could not be formed due to strained ties with Hadi.

"We're talking about a Pakatan shadow cabinet, not shadow cabinet of Hadi," he told reporters.

Khalid ( photo ) added that the parliamentary whips of PAS, DAP and PKR have been working well together and frequently reach a consensus on matters such as the budget, and parliamentary bills.

"To date we have never contradicted each other, except of course when it comes to the private member's bill on hudud," he chided.

He said that each party already has its own list of people handling ministerial portfolios.

"(DAP) gave a list that has been functioning all this while, we also have it. I'm overseeing the Prime Minister's Department and the Transport Ministry," Khalid added.

However, he said he is not sure when PAS will be publicising its list of shadow ministers.
