The state assemblyperson for Balakong, Eddie Ng Tien Chi, is all set to teach Federal Territories Minister Tengku Adnan Tengku Mansor how to get open tenders without losing money.

“He can visit us and we are willing to share with him our experiences in dealing with open tender projects,” Ng said during a site visit to the Taman Impian Ehsan Community Hall in Balakong this morning.

Ng said he has rarely had problems with open tender projects in the past five years.

The DAP representative’s offer comes after Tengku Adnan said on Sunday that open tenders can sometimes cause the government to lose money.

“The Taman Impian Ehsan hall is the only incomplete open tender project we have. It was 75 percent done and then was abandoned. But we did not lose money, anyhow,” Ng said.

The community hall project was initially bid for at RM1.87 million.

“Let’s say they had finished 75 percent and it would have cost us RM1.5 million. However, we have only paid the contractor RM500,000, not even half of the promised price,” he said.

Also, the RM53,000 licence bond would also be revoked.

“The Kajang Municipal Council (MPKJ) will blacklist the company, so it won’t be able to handle government projects in the future,” Ng added.

The community hall project was started by Solid Base Sdn Bhd on Feb 20, 2015, and was expected to be completed on Feb 9, 2016.

The contractor was terminated by MPKJ on July 12, 2016.

A new contractor is expected to take over in October to complete the community hall.

“If the cost of the new tender exceeds RM1.87 million, the old contractor will have to bear the extra cost,” Ng said.

Tengku Adnan has complained that going through open tender for projects could cause problems as there were bidders who offered the lowest price but were unable to complete the projects on time.
