Electoral watchdog Bersih has produced 529 letters of objection, to assist voters wanting to object to the proposed redelineation.

This is for 529 states constituencies in the country, minus Sarawak constituencies which underwent redelineation last year.

The objection period expires on Oct 15.

"With these legally prepared letters that are backed by analysis from the Delineation Action & Research Team (Dart), any citizen can submit constitutionally-compliant grounds to object to malapportionment and gerrymandering in their constituencies," it said in a statement.

"Bersih had previously warned Malaysians that the outcomes of the 14th, 15th and possibly 16th general elections may be determined by this delineation exercise. Inaction or apathy is not an option. Act now."

Voters can sign on as an objector by filling a pre-registration form.

Alternatively, they can download the objection form and collect at least 100 affected voters in the constituency, before handing it to Bersih for further action.

Those wanting to form groups of affected voters are advised to contact Bersih at dart.malaysia@gmail.com.

Each objection letter contains data to challenge "malapportionment" and will show how the Election Commission is acting unconstitutionally, said Bersih.

Malapportionment refers to when constituencies are not comparable in size.

The Federal Constitution states “the number of electors within each constituency in a State ought to be approximately equal”.

"In our analysis, there are 59 federal constituencies that are more than 15 percent above their state average and 134 state constituencies that are under-represented, that is, over-sized in terms of number of voters.

"This clearly violates the principle of “one person one vote one value” as intended in our Constitution and is a key principle of democracy," said Bersih.

The redelineation of about 100 constituencies also violates Section 2(d) of the constitution, which states electoral boundaries should maintain "local ties", it said.

Such "gerrymandering", Bersih said, has seen housing estates and villages split by the proposed electoral boundaries.

Meanwhile in a press conference today, PKR Youth deputy chief Dr Afif Bahardin said the party's youth wing would fully support the Bersih 5 rally.

"We expect to mobilise 5,000 people on Nov 19.

"We are also mobilising about 1,000 people for the Bersih convoy," Afif said.

Both BN and opposition parties have hit out at the proposed redelineation, claiming that it could create racial imbalance in some electoral constituencies.

The opposition parties has alleged that the redelineation was lopsided and in favour of Umno.

Responding to the allegations, EC chairperson Mohd Hashim Abdullah said the displayed recommendations were not final as they have to go through the process of local inquiry and have to be approved by the Dewan Rakyat before being enforced.
