Penang wants the federal government to approve another five allocations for high impact mitigation projects that would resolve flood problems in the state.

Chief Minister Lim Guan Eng said the allocation for the five projects, which the state had applied for, totalled RM997 million.

"But only RM150 million was approved for the Sungai Pinang flood mitigation project," Lim said in a statement today.

"This project actually cost RM350 million, which means only 15 percent of the state's application for allocation from Budget 2017 was approved."

Lim expressed hope that the federal government would consider the state's annual contribution.

Annually, Penang contributes about RM6.5 billion to RM7.5 billion in taxes and excise duties to Putrajaya, Lim said.

The DAP secretary-general noted that three days ago, Penang had flash floods after experiencing an extraordinary 300mm of rainfall.

"Several areas that never flooded before experienced floods due to the heavy rainfall," Lim said.

Prime Minister Najib Abdul Razak in written parliamentary reply had said that two flood mitigation projects are near completion.

They are in Sungai Dua, North Seberang Perai (RM8.6 million) and Sungai Kerian, South Seberang Perai (RM46 million).

The PM was replying to Lim's written question where he asked for the progress of Penang's application for RM997 million to address drainage and flood mitigation works.

"Why is it that the allocation for continuation work on Jalan P Ramlee, at the South West district, North and South Seberang Perai were not approved?" asked the Bagan MP.

"Give us a list of allocations for the same problems in other states since 2010." 

In its reply, the Prime Minister's Department said that the RM997 million allocation is for the implementation of flood mitigation projects in Sungai Pinang, Sungai Juru, Sungai Perai, Bayan Lepas and Sungai Jawi.

In the Rolling Plan 2 of the 11th Malaysia Plan, the Ministry of Natural Resources and Environment has received RM150 million to carry out flood mitigation work in Sungai Bersepadu and Sungai Pinang.

For North Seberang Perai Utara, a project under the 10th Malaysia Plan is being carried out in Tasek Gelugor.

This involved the construction of the pump house in Sungai Pengkalan Machang, Sungai Dua, Seberang Perai Utara costing RM8.6 million.

The project is 92 percent completed.

As for South Seberang Perai, a project under the 10th Malaysia Plan is being implemented in Sungai Kerian.

This involves works on the banks and structures of Kampung Tanjung Berembang / Taman Sempadan and Kampung Teluk Ipil / Kampung Teluk, costing RM46 million.

The project is 90 percent completed.

"However, the application for projects in the southwest district for Bayan Lepas and Balik Pulau has not been approved yet," said the PM's department.
