PKR Wanita chief Zuraida Kamaruddin has urged that convicted serial rapist Selva Kumar Subbiah be arrested on arrival in Malaysia.

“Selva should be detained immediately when he lands on Malaysian soil.

“For the sake of all women and children, this man should be under lock and key and not be allowed to roam the streets,” she said in a statement last night.

Zuraida’s urging came after MCA Wanita chief Heng Seai Kie suggested that Selva, who was convicted of more than two dozen sexual assaults in Canada, be charged again for those offences in Malaysia.

“Although they have served time behind bars abroad for offences committed overseas, they must face similar charges and conviction on home soil,” she had said.

Zuraida noted that Selva was refused parole as he was found to have been remorseless and had continue to solicit pictures of women from prison.

“If he can coerce women to send him nude photos even from prison, nothing will stop this man from doing even more harm.

“I urge the authorities to use everything in their power to stop Selva from endangering the public,” she said.

She also urged Selva’s family to disassociate from him.

“Let us hope that Selva’s affluent, wealthy and supportive family has nothing to do with Selva coming back to Malaysia as a free man.

“It will a great shame and disservice to the nation to stand behind a serial rapist who did not want to be in Malaysia in the first place,” she said.

However, DAP lawyer Ramkarpal Singh yesterday gave a differing view, stating that it was unconstitutional to punish a person twice for the same crime.

Ramkarpal said authorities should instead expedite the sex offenders’ registry and consider tracking devices on repeat offenders.

Selva is set to be deported to Malaysia after serving a 24-year jail sentence in Canada for 26 counts of sexual assault against more than 30 victims, including four minors as young as 14-years-old.

Selva documented his victims, which led to police discovering a cache of information involving 500 women.

The 56-year-old was denied parole in 2014 as he was deemed to be a person with a high risk to reoffend.
