Segambut MP Lip Lim Eng wants the government to reveal whether the contract for the Kuala Lumpur City Hall KLCares application was awarded via open tender or direct negotiation. 

He also said that his earlier claim that the application cost RM1 million, and not RM80,000 as clarified by mayor Mhd Amin Nordin Abdul Aziz, was based on media reports. 

"Be it RM1 million or RM80,000, I want the proof. I want (Federal Territories Minister) Tengku Adnan Tengku Mansor to show me the document on who this contract was awarded to. Who is the supplier of this application and at what cost?

"And whether this project was given given via open tender or direct negotiation to his crony company. I want Tengku Adnan to disclose all this," he said. 

The mayor had earlier also disputed DAP's claim that the application, which allows residents to lodge complaints on the go, no longer works. 

Mhd Amin said the application is still available for Android users via the Google Play Store but not Apple's iOS app store where it is suspended since last November, pending renewal of its annual license from Apple. 

The RM80,000 was for the design, development and integration with joint complaints systems - the Integrated Public Agency Complaints Monitoring Systems, Free Malaysia Today quoted him as saying.

Some 1,400 complaints were lodged through the application, Mhd Amin said.
