Penang Islamic Affairs exco Abdul Malik Kassim said preacher Shahul Hamid Seeni Muhammad would be probed under the state's religious laws. 

"Preachers who flout the law can be subjected to probe under Section 11 of the Penang Islamic Administration Enactment 1996.

"Action can be taken against him by the Penang Islamic Affairs Council,” Abdul Malik told reporters today.

He saw laws related to the teaching and preaching of Islam is very clear. 

"All preachers must comply with certain conditions - which include not hurting the cultural, racial and religious sensitivities of the local communities, which can lead to tension between the different races," he said.

Video clips of reportedly depicting Shahul Hamid lectures in 2015 has been making rounds online of late. 

Among other issues, Shahul Hamid claimed that it was wrong for Muslims to have their hair done by non-Muslim hairdressers and that Muslims should not enrol their children in Chinese schools.

Abdul Malik said the state Islamic council is currently investigating if Shahul Hamid has been authorised to preach or teach Islam in Penang.

He added that to preach or teach Islam, a religious teacher or preacher must first obtain a certificate from the Penang Islamic Affairs Council.

The council will process the application under a committee chaired by the state mufti.

"If a preacher does not comply with the conditions set by council, we can start proceedings to charge him in court," Abdul Malik said.
