PARLIAMENT | Former Federal Territories Minister Tengku Adnan Tengku Mansor has claimed that he declined to gazette Kuala Lumpur City Plan (KLCP) 2020 because he feared the city's land price would drop.

"I didn't sign (the KLCP gazette) for two reasons. Firstly, the minister or the mayor can amend (the KLCP) even after that," he told Dewan Rakyat during the minister's question time.

"I had asked that (the gazette) be withdrawn so there would not be any moonlighting," he said.

"Secondly, the research (drafting of the KLCP) was done long ago. The plot ratio, intensity and density of certain areas must be changed because the land belonged to the people (at the time the plan was being drafted).

"So, if that was ignored and done according to the plan, then the land price would drop," said the Putrajaya parliamentarian.

He then congratulated the incumbent minister Khalid Samad for gazetting KLCP and wished his successor all the best.

"Will the ministry remove the power of the minister and mayor and (strictly) observe the plan?" asked the former Umno secretary-general.

Federal Territories Minister Khalid Samad said it was unacceptable for Tengku Adnan to put forward such a basis.

"If you want to talk about changing (land usage as according to the KLCP), of course everything can be changed, even the Federal Constitution. Are you saying that we are to reject the Federal Constitution because it can be changed?" asked the Shah Alam parliamentarian.

The draft of KLCP was launched in 2008 and completed in 2012 while Tengku Adnan was appointed as minister in May 2013.

KLCP was recently gazetted on Oct 30.
