Vernacular schools - Yet another broken promise

In the 9th Malaysia Plan, the PM had promised to build new vernacular schools. Now, the deputy education minister said that there would not be any such new schools.

MO8: In the 9th Malaysia Plan, the PM had promised to build new vernacular schools. Now, the deputy education minister said that there would not be any such new schools.

I'm just wondering who is calling the shots here - the PM or the deputy minister. The PM must reprimand the minister for making such a statement. Or was the deputy minister ignorant of what the PM had promised? Or is it true that the Chinese are slowly being marginalised as far as Chinese education is concerned? The same can be said about Tamil schools.
