The government has allayed fears that the Youth Organisation and Development Act 2006 could restrict activities by youth groups.

Deputy Youth and Sports Minister Liow Tiong Lai said that, for the large part, the status quo would be maintained in the newly-passed Act, which is intended to streamline activities of youth bodies.

It limits the age of members to between 15 and 40 years, in order for groups to be eligible to include the word 'youth' in their names and conduct 'youth-related activities'.

Those above the age of 40 can serve as advisers to youth groups, said Liow.

Youth bodies are no longer required to register with the Registrar of Societies but with a new registrar under the youth and sports ministry.

"I rebut allegations that this Act controls or stagnates the development of youth," Liow told reporters in the Parliament lobby today.

It is not compulsory for youth groups to register with the ministry. However, those who do not will not be allowed to use the word 'youth' in their names.

A special review panel will go through applications that the registrar is unable to approve, with the minister having the final say.

Liow also pointed out that the Act mirrors provisions of the Societies Act 1966.

While groups may apply for funding from the ministry's Youth Assistance Committee, he also urged "the private sector to help out", saying there is a need for the public and ministry to work together and for the allocation to the ministry to be increased.

He said the new law will not apply to uniformed bodies like the Red Crescent Society, Scouts Movement and Boys' Brigade which "come under a different Act".

Youth groups have voiced concern over the Act, in particular the provision that members must be within the age of 40. There are some 8,000 youth groups in the country.
