BUDGET 2024 | Prime Minister Anwar Ibrahim announced that civil servants (Grade 56 and below) will receive an early incentive payment of RM2,000 while the government reviews the salary and allowance scheme for the public sector.

“This includes all contract appointees,” he said when tabling Budget 2024 in the Dewan Rakyat.

Whereas, Anwar said those in the Public Service Premiere Post (Jusa) would receive RM1,000.

He added that it would include those in the police, Fire and Rescue Department, armed forces and all uniformed personnel.

As for retirees, the prime minister said they would receive RM1,000, and this would include veterans with or without pensions.

“This will be a once-off payment at the end of February 2024 to reduce the burden of preparing for children’s schooling and for the month of Ramadan,” he added when tabling Budget 2024.

The Public Service Remuneration System (SSPA) study is expected to be finalised at the end of next year. The previous review was in 2012.

In August, Public Service Department (PSD) director-general Zulkapli Mohamed said 64 percent of the 30,155 proposals submitted by civil servants under the SSPA study related to the salary structure, allowances and facilities for civil servants.

According to him, proposals related to salaries and allowances had the highest percentage at 23 percent whereas 36 percent concerned services, performance and competence, career advancement, rewards and discipline.

On July 14, the PSD said the government agreed to review the civil service salary scheme due to the increase in the cost of living and that the last review was conducted more than a decade ago.

Meanwhile, Anwar said the government also urged the private sector to review the salary scheme of workers taking into consideration the cost of living challenges.

“The government will step up engagement (with the private sector) next year.

“I appeal to the private sector, especially companies with a reasonable profit, to provide perks to their employees,” he added.
