Braving the rain for the ballots

Workers brave the rain to bring in ballot boxes to the Election Commission's tallying centre for the Cameron Highlands by-election on Jan 26, 2019.

This set of ballots came from SK Lenjang, Kuala Lipis.

Why do u need to bring ballots to tallying centre? Aren't ballots counted at the voting centre in front of officials from both sides? When ballots are moved , monkey tricks can happen.
