The Pakatan Rakyat coalition in Selangor will likely do just fine in snap elections if PAS decides to leave it, independent NGO Kuasa chief executive Praba Ganesan said.

 

According to Praba, the Pakatan-led Selangor government has set a good track record in its governance, at least as perceived by stakeholders and the people. 

 

"PKR would probably be competitive against PAS and it would have a fair chance of winning, especially with the track record of its governance," Praba claimed in a press conference today in Kuala Lumpur.

 

PAS had passed a motion to sever ties with DAP just last week after tension arose between the two parties over the implementation of hudud.

However, the motion has not been executed just yet, with PAS insisting that they are still with Pakatan. 

 

Praba ( photo ) warned that according to data compiled by Kuasa, the Selangor state government has a slight weakness in Malay community issues as scored by stakeholders like Angkatan Belia Islam Malaysia (ABIM) and Gabungan Pelajar Melayu Semenanjung.

 

Pakatan needs to work on this if they are to be without PAS, if they do not wish to have the Malay credentials of its administration's questioned further,  he added. 

 

Kuasa released its second year report of their survey on the Selangor and Perak government and their performance on fulfilling the promises they made in their manifestos for the 14th general election.

The report showed that Perak's score went up considerably from 24.9 percent to 49.3 percent, while Selangor's score dropped slightly from 67.4 percent to 59.5 percent. 

 Perak set low bar

 

Praba explained that Perak's improved score was due to their vague promises and the low bar that it has set itself, such as its promise to have a microcredit fund in general, microcredit for youths and microcredit for families, without specifying size of the funds or number of families.

 

Kuasa compiled the data by asking the state government, the opposition and various stakeholders to rate how well the state governments have fulfilled specific promises made.

 

In cases where Kuasa could independently verify that the promise had been fulfilled, they automatically gave a full score.

 

On this basis, Perak earned full scores for many of their promises.

 

"We can only hold them to what they promised, even if the promises are vague and easily achieved. Only voters can demand for more.

 

But it's not just about numbers, it's also about qualitative gains. Even if these numbers are achieved, will they impress the people of Perak?" Praba queried. 

 

He also revealed that for the second year running, the Perak state government chose not to participate in the survey. 

Opposition gave low ratings

 

Meanwhile, Selangor's lower score this year could be attributed to the fact that this year, the opposition in Selangor participated in the survey as opposed to last year, Praba said.

 

The opposition in Selangor apparently rated almost all promises between 0 and 1 on a scale to ten.

 

However, Praba said the Selangor state government is generally perceived well by civil societies and other stakeholders.

 

Not only that, Selangor has a far greater level of transparency in terms of the promises they have made and the efforts they have done to fulfill those promises, according to Kuasa's data. 

 

"Selangor is daring enough to make larger and more well-defined promises such as building a third Klang bridge and free transportation in five townships," Praba said.
