The Selangor assembly today tabled a RM120.1 million supplementary budget, almost half of which was to finance a 13 percent pay hike for state civil servants in 24 departments and agencies.

Tabling the enactment in the house this morning, Selangor Menteri Besar Abdul Khalid Ibrahim said the pay hike was in line with the Malaysian Remuneration System (SSM).

“This is needed to support the increase in spending for the pay hike for public servants of 13 percent based on the SSM, annual increment of between RM80 and RM320 and increase in cost of living allowances (Cola),” he said.

Of the RM120,115,327.23 additional funding, RM50,939,785.20 or 42.4 percent was to finance the agreement.

The departments that incurred the highest cost due to the increment was the Selangor Islamic Religious Department (Jais) which recorded RM15,550,833.05 while the Selangor Public Works Department came in second at RM8,030,502.92.

The third highest cost in salary hike was the Selangor Irrigation and Drainage Department which recorded RM4,748,032.05.

The remaining additional funding was allocated as follow:

  • RM10.6 million to state treasury for state disaster fund,
  • RM10 million for infrastrutural upgrades to Universiti Selangor (Unisel),
  • RM8.16 million to finance increase of quota for Selangor student loans,
  • RM40.42 million to the state development fund.

Opposition leader missing in action

Earlier, after Abdul Khalid had tabled the supplementary budget,  Azmin Ali (PKR-Bukit Antarabangsa) had taken a swipe at the opposition after its leader Mohamed Satim Diman (BN-Seri Serdang) was absent and could not initiate the debate.

“Why is the opposition leader not carrying out his responsibility? It's as if BN have surrendered,” he jibed.

Meanwhile, Wong Koon Mun (BN-Kuala Kubu Baru) hit out at the state government, stating the supplementary budget had put holes in the state government’s boast of a balanced budget tabled in November last year which already amounted to RM1.6 billion.

“Every year the state government’s supplementary budget keeps on increasing,” he said.

To this, Azmin rebutted: “In 2010, the supplementary budget exceeded by 21 percent of the original budget but in 2011 it was 14 percent and in 2012 it is was only 6 percent.”

However, Wong said this was prove that the state government had consistently overspent every year.
