Penang Chief Minister Chow Kon Yeow has expressed sadness that he was implicated in the Penang undersea tunnel project by the blogger Raja Petra Kamarudin, who recently published purportedly leaked Malaysian Anti-Corruption Commission (MACC) documents on the matter.
