"Everything is ready, I am waiting for the right time to submit it," Khoo (above) told Malaysiakini.
"The submission to the government will come with a certain request... I would like to urge the minister to call on the government and cabinet to make the report public," he said.
In doing so, the public will get to better understand the UEC matter, he added.
Khoo also denied a Sin Chew Daily report, which quoted him as saying he might not submit the final report if all parties do not look at the UEC issue rationally.
"I said (to the daily that) I am waiting for the right time to submit the report because I don't want the issue to be instrumentalised and exploited just as what happened in the past week," he said, referring to the recent controversy involving the Federation of Chinese Associations Malaysia (Huazong).
"I never said that I would not submit the report. It is my responsibility to do so. It will be delivered in a way where the people (can) understand the whole issue," he said.
Khoo stated he will issue a statement on the matter later.
The task force, he said, had to keep on postponing its plan to submit the final report to the government after several events affecting the country took place.
This included the resignation of former education minister Maszlee Malik, Dr Mahathir Mohamad taking over as the interim education minister, Perikatan Nasional coming into federal power and the Covid-19 pandemic which halted almost all activities, Khoo added.
He said his colleagues in the committee held meetings on the UEC soon after they were allowed to do so.
The UEC task force was set up in October 2018 by the Pakatan Harapan government which pledged to recognise the education certificate in its 2018 election manifesto.
