POST-GE15 DAY 3 | Pakatan Harapan chief Anwar Ibrahim and Perikatan Nasional chief Muhyiddin Yassin are racing to capture Putrajaya with both claiming to have a majority.

The Yang di-Pertuan Agong has extended coalition leaders until 2pm today to prove their claims.

BN to keep neutral stance, seek postponement from Palace

12am: World Trade Centre, Kuala Lumpur - As they are leaving the meeting, a few BN leaders tell reporters the decision earlier today to remain neutral and not support either Pakatan Harapan or Perikatan Nasional still stands.

“Actually, there have been no changes with regards to our stance (from this morning),” says MIC president SA Vigneswaran.

Meanwhile, MIC’s Tapah MP-elect M Saravanan and MCA’s Chong Sin Woon say they want to ask to postpone the meeting with the Yang di-Pertuan Agong tomorrow.

“If possible, we’ll postpone (the meeting) because there are several things to be examined still,” Saravanan says.

However, Chong says they have already requested a postponement.

When pressed further, all of them say it would be better to wait for BN chief Ahmad Zahid Hamidi’s statement.

Meanwhile, Umno’s Sembrong MP Hishammuddin Hussein declines to comment much, only saying to wait to see what happens tomorrow.

PN ‘prematurely’ declared GPS, BN MPs’ backing

9.40pm: The New Straits Times claims Perikatan Nasional’s 115 statutory declarations backing its chairperson Muhyiddin Yassin as prime minister “prematurely” includes Gabungan Parti Sarawak (GPS) and some BN parliamentarians.

Muhyiddin submitted the statutory declarations yesterday, but GPS and BN decided not to side with either Pakatan Harapan or PN today.

NST quotes unnamed sources explaining that as long as the deadline at 2pm today hasn’t closed, anyone can change their mind.

“He (Muhyiddin) thought by submitting the SDs early it would help secure his second attempt to be prime minister.

“He said he was shocked at what His Majesty said, that he didn’t have the majority, but the entire country had already seen the GPS statement earlier today.

“Basically, GPS’ consent was not properly sought by PN,” NST quotes one insider as saying.

BN leaders arrive at Umno HQ for high-level meeting

8.45pm: World Trade Centre, Kuala Lumpur - BN MPs are slowly arriving for a meeting at the World Trade Centre, Kuala Lumpur tonight, Malaysiakini’s Geraldine Tong reports.

Among those who have arrived are Sembrong MP Hishammuddin Hussein, Cameron Highlands MP Ramli Mohd Nor, MCA president Wee Ka Siong, Tanjung Piai MP Wee Jeck Seng, Sabah BN chairperson and Kinabatangan MP Bung Moktar Radin, and etc.

It is understood that caretaker prime minister Ismail Sabri Yaakob has also arrived.

Muhyiddin insists he has 115 MPs backing him

6.50pm: Bukit Damansara, Kuala Lumpur - Perikatan Nasional chairperson Muhyiddin Yassin insists he has statutory declarations showing he has the support of 115 MPs to become the next prime minister, but was told by the palace that this is inadequate despite achieving a simple majority.

Malaysiakini’s Ng Xiang Yi reports Muhyiddin telling a press conference at his residence that he also rejects His Majesty’s suggestion of a unity government with Pakatan Harapan.

“No matter what is the purpose, we will not agree to it. So when I asked to sign on the offer letter, I signed ‘disagreed’,” he says.

BN leaders confirm another supreme council meeting tonight

6.40pm: MIC deputy president M Saravanan has confirmed that there will be a second BN supreme council meeting scheduled for tonight at Menara Dato Onn. 

Without divulging further details, Saravanan (top picture) says the meeting will take place at Umno’s headquarters at 8.30pm.

“I don’t know. So far, I only received a notice about the meeting,” he tells the waiting press as he exits the building.

Meanwhile, MCA president Wee Ka Siong also says that there will be a meeting scheduled tonight.

However, Wee refuses to divulge further details on the meeting, saying “just wait and see.

“You already know, why do you ask me? Give me some time to eat dinner,” he says in jest.

According to a source privy to the matter, it is understood that the BN supreme council meeting will be followed by a meeting with all 30 MPs from the coalition.

BN MPs to be interviewed by Agong tomorrow

6.35pm: The Yang di-Pertuan Agong will interview 30 BN MPs tomorrow morning, Istana Negara says in a statement.

According to the Comptroller of the Royal Household Ahmad Fadil Shamsuddin, the interview is to be done separately and aims to help the king determine who has the majority to become Malaysia’s next prime minister.

Anwar: Palace is giving us more time

5.50pm: Istana Negara, Kuala Lumpur - The search for a new prime minister is still on, according to Pakatan Harapan’s candidate Anwar Ibrahim.

Speaking to reporters outside Istana Negara, Anwar says the Yang di-Pertuan Agong hasn’t made a decision today but remains confident that he will secure a simple majority eventually.

“For now, there is no question about forming a minority government,” he says, reports Malaysiakini’s Alyaa Alhadjri.

Wild speculations aplenty

5.35pm: Speculation is rife that Anwar Ibrahim will be an interim prime minister but Malaysiakini is waiting for Istana Negara's confirmation.

We can confirm that Anwar is still in Istana Negara after he and Perikatan Nasional chairperson Muhyiddin Yassin were granted an audience by the Yang di-Pertuan Agong earlier.

Muhyiddin has since left.

5.20pm: Perikatan Nasional head Muhyiddin Yassin is back from Istana Negara. He does not address the press.

Meanwhile, Pakatan Harapan chairperson Anwar Ibrahim is still in Istana Negara.

Muhyiddin leaves palace, media waits for Anwar

5.05pm: A frantic rush is happening outside the Istana Negara as media member awaits an official announcement following Yang di-Pertuan Agong Sultan Abdullah Sultan Ahmad Shah's audience with Perikatan Nasional chairperson Muhyiddin Yassin and Pakatan Harapan chairperson Anwar Ibrahim.

Preparations are made to set up camera and audio equipment, including a "mic tree" at the dedicated area.

The weather once again turns sunny after an earlier drizzle.

Muhyiddin's car is also seen leaving the palace and the media is expecting Anwar to speak.

More Harapan supporters gather at palace

4.25pm: More Pakatan Harapan supporters are turning up at Gate 2 entrance of Istana Negara in anticipation of a new prime minister being appointed.

Currently, an estimated 100 Harapan supporters are milling about.

Brickfields police chief Amihizam Abdul Shukor tells the press that he will be increasing the number of security personnel present.

Several police personnel in riot gear are seen taking positions.

4.20pm: Here's a quick recap of what numbers everyone has.

Pakatan Harapan has 82. Warisan - which has three MPs - says it will support a Harapan-BN coalition.

However, BN's 30 MPs have decided to remain neutral and appear ready to support a minority government via a confidence and supply agreement.

PBM's sole MP, Larry Sng, also appears to be leaning towards Harapan - and was present at the Harapan-BN meet at the Seri Pacific Hotel yesterday.

In theory, Harapan, Warisan, and PBM - if combined - make up 86 MPs.

Meanwhile, Perikatan Nasional has 73 MPs, while its Sabah counterpart GRS has six.

Three Sabah MPs, two from KDM and one independent, have aligned themselves with PN.

Previously, Sarawak's GPS - which has 23 seats after winning Baram yesterday - had initially supported PN.

However, they have now said that they would leave it to the king to decide who becomes prime minister - implying that its backing for PN is no longer guaranteed.

PN, with GRS and the three Sabah MPs, thus have 82 MPs.

More PKR leaders arrive at Anwar’s office

4.19pm: Jalan Gasing, Petaling Jaya - More PKR leaders arrive at the party president's office.

Latest to arrive include Selangor Menteri Besar Amirudin Shari, who recently won the Gombak parliamentary seat, and elected Ampang MP Rodziah Ismail.

Rodziah says she arrives early to have a "pre-council meeting", while Amirudin declines to comment.

Others who have arrived include Nibong Tebal MP-elect Fadhlina Sidek, Batu MP-elect P Prabakaran, Sungai Buloh MP-elect R Ramanan, Tg Malim MP-elect Chang Lih Kang, and Subang MP-elect Wong Chen.

Muhyiddin, Anwar arrive at palace

4.07pm: Perikatan Nasional chairperson Muhyiddin Yassin arrives at Istana Negara for an audience with Yang di-Pertuan Agong Sultan Abdullah Sultan Ahmad Shah.

The king earlier summoned both Muhyiddin and Pakatan Harapan chairperson Anwar Ibrahim to the palace at 4.30pm today.

Several minutes later, Anwar arrives together with PKR secretary-general Saifuddin Nasution Ismail.

Harapan, PN leaders summoned to palace

3.50pm: The Yang di-Pertuan Agong has summoned the leaders of both Pakatan Harapan and Perikatan Nasional to meet at the palace at 4.30pm.

His Majesty says checks done by the palace found that no prime minister candidate has a majority in the Dewan Rakyat.

The king asks for the rakyat to remain patient until the process of appointing the next prime minister is settled.

MIC president: BN taking neutral stand

3.50pm: MIC president SA Vigneswaran says that BN is taking a neutral stand and is not supporting any coalition - be it Pakatan Harapan or Perikatan Nasional.

"Hence, any SDs submitted purportedly supporting any of them (PN or Harapan) are null and void, and action can be taken against BN members who did such things," he says.

GRS chief: No war against Sabah BN

3.50pm: Gabungan Rakyat Sabah (GRS) chairperson Hajiji Noor denies they “declared war” against Sabah BN, as claimed by Bung Moktar Radin yesterday.

“We have no reason or need to declare war against BN. In fact, in the recent election, GRS and myself went down to campaign for BN candidates in their areas,” Hajiji says in a statement.

He clarifies that the pre-election agreement between GRS and BN was for GRS to throw its support behind Umno/BN if they were able to form the government.

“However, when BN lost and Umno did not qualify to appoint the prime minister, that agreement is voided,” Hajiji says.

He also stresses that they have not made any pre-election agreements with anyone else, including Pakatan Harapan.

Hajiji also denies that he was with the Parti Kesejahteraan Demokratik Masyarakat (KDM) and independent MPs who met with Perikatan Nasional chairperson Muhyiddin Yassin in Kuala Lumpur yesterday.

‘Reformasi,’ Harapan supporters arrive at palace

3.45pm: A group of about 20 Pakatan Harapan supporters arrive and repeat cries of "Reformasi!" and "Lawan Tetap Lawan, Lawan Sampai Menang!"

Comprising mostly of elderly citizens, the group gathers some 500m away from Gate 2 of Istana Negara.

Attorney-General Idrus Harun and Secretary of State Mohamad Zuki Ali also arrive at the palace.

Anwar makes his way to palace

3.30pm: Jalan Gasing, Petaling Jaya - Pakatan Harapan chairperson Anwar Ibrahim leaves his office in a motorcade together with several other party leaders.

He is believed to be heading to Istana Negara to have an audience with the Yang di-Pertuan Agong.

Among other leaders accompanying him include Harapan secretary-general Saifuddin Nasution Ismail.

Anwar, who is in a light blue shirt and blue tie, only waves at reporters when asked to be interviewed.

Anwar summoned to palace, BN tells king no SDs for PN

3.30pm: Pakatan Harapan chairperson Anwar Ibrahim has been summoned for an audience with the king at 4pm today, according to sources close to the premier candidate.

However, the sources declined to reveal the reason for the audience, reports Malaysiakini's B Nantha Kumar.

Separately, BN, in an official statement, says none of its 30 MPs has signed SDs backing PN chief Muhyiddin Yassin as prime minister.

BN secretary-general Zambry Abd Kadir says this has been relayed to the Yang di-Pertuan Agong.

Zambry also reaffirms that BN will remain in the opposition, but is open to discussions in helping any side form a government for the sake of national interests.

This appears to imply that they are prepared to sign a confidence and supply agreement to support a minority government.

Harapan leaders to have meeting at Anwar’s office

3.15pm: Jalan Gasing, Petaling Jaya - Pakatan Harapan leaders will have a meeting at Anwar Ibrahim's office here at 4pm, says Subang Jaya MP-elect Wong Chen.

The PKR central leadership member tells reporters that he was called to attend the meeting, which will be with "party members".

He, however, does not reveal if it will involve all Harapan MPs or only the leaders.

"I received a message to come for a meeting, so I come," he says.

Politicians’ ins and outs

3pm: Perikatan Nasional leaders Abdul Hadi Awang, Hamzah Zainudin, and Azmin Ali are seen leaving coalition leader Muhyiddin Yassin's residence.

Meanwhile, at Bukit Gasing, Muda president Syed Saddiq Syed Abdul Rahman is the latest to arrive at Anwar Ibrahim's office.

DAP secretary-general Anthony Loke and Amanah president Mohamad Sabu are also there.

Anticipation is high to see which leader would be leaving first.

Report: BN prepared to have CSA with minority govt

2.50pm: The Star, citing unnamed BN leaders, reports that the coalition is prepared to work out a confidence and supply agreement (CSA) with any minority government.

A CSA would be similar to the memorandum of understanding signed by Pakatan Harapan and the Ismail Sabri Yaakob government.

In parliamentary practice, a CSA ensures that the opposition signatory does not support a vote of no-confidence, and either supports or abstains from voting on fiscal bills such as the national budget.

MCA stays as opposition

2.30pm: MCA headquarters, Kuala Lumpur - MCA president Wee Ka Siong says MCA respects the decisions of the people in the general election and will stay as the opposition.

The elected Ayer Hitam MP stressed that BN has lost favour to form the government as the coalition has lost the people's mandate.

"BN only has 30 seats, we don't have the capitals to form a government, therefore, we need to accept the people's decision."

When asked whether MCA will consider supporting a minority government through a confidence and supply agreement (CSA), Wee says: "Too early (to discuss). Whatever is good for the country, we will just do it."

Agong: Let me decide, respect voters’ decisions

2.20pm: The Yang di Pertuan Agong calls on all quarters to respect the voters’ decisions.

"The people are asked to be patient, and accept the decision of the people, the elected representatives, and myself.

"We have to be rational, we have to move on.

"Let me make a decision soon," he tells the media gathered outside the palace.

His Majesty - who was returning to the palace after a quick outing - says he has not had a chance to see if any side has proved they had a majority.

The monarch also says he can't assure if there will be a swearing-in ceremony today.

When asked if he would call MPs one by one, the king points back at the reporter with a smile but does not answer.

He then asks if the media have had food and drink, to which they respond positively.

Confirmed: BN abstains support for both Harapan, PN

2.10pm: Umno vice-president Ismail Sabri Yaakob has confirmed that BN will not back either Pakatan Harapan or Perikatan Nasional.

He tweets that the BN supreme council has decided that the coalition should remain with the opposition.

Without support from BN's 30 MPs, neither side can form a simple majority.

Rogue MPs who are believed to have aligned with PN are also in favour of BN remaining neutral now.

GPS - which backed PN yesterday - has left the matter of appointing a prime minister to the Yang di-Pertuan Agong.

Warisan backs Harapan-BN collaboration

1.50pm: Warisan expresses support for a Pakatan Harapan-BN coalition.

"Warisan gives its support to Harapan and BN because both have the number of seats to form a government, and the majority of people have voted for Harapan and BN," says party president Shafie Apdal.

However, this comes after BN MPs reportedly decided to abstain from supporting any coalition.

The combined popular vote from GE15 for Harapan and BN is 59.3 percent.

Maintain decorum online, MCMC tells the public

1.45pm: The public is advised to maintain decorum online and stay away from expressing views that can incite racial and religious hate, according to the Malaysian Communications and MultiMultimedia Commission (MCMC).

MCMC interim chairperson Mohamad Salim Fateh Din says all parties should respect the outcome of GE15 and any decisions to be made by Yang di-Pertuan Agong Sultan Abdullah Sultan Ahmad Shah with regard to the appointment of the 10th prime minister.

"Therefore, the MCMC will continue monitoring efforts to curb sharing of disinformation and statements that negatively touches on race, royalty and religion.

"Any sharing of false, obscene and threatening content is an offence under Section 233 of the Communications and Multimedia Act 1998," Salim says.

A conviction carries a maximum RM50,000 fine, a year imprisonment or both.

MCMC warns that action can be taken under the law based on public complaints, in the name of maintaining public harmony.

The Internet regulator also says complaints be made through its online portal while fake news can be reported here.

Police escort arrives at Anwar’s office

1.40pm: Media stationed outside Anwar Ibrahim's office at Bukit Gasing are reporting that police escorts have arrived.

Anwar is expected to head to the palace soon, but with BN reportedly abstaining from supporting any coalition - whether he can get sworn in remains uncertain.

Meanwhile, at Bukit Damansara, more and more visitors are turning up at Muhyiddin Yassin's house although there are no police escorts as of yet.

Azhar enters Istana Negara

1.30pm: Dewan Rakyat speaker Azhar Azizan Harun enters the national palace for an audience with the king.

He arrives in a Toyota Vellfire through Gate 2 where the media has been gathering.

So far, no other prominent individuals have been seen entering the palace.

‘BN MPs didn’t sign any SDs’ - elected Jelebu MP

1.08pm: All 30 MPs present at the BN supreme council meeting today did not sign any statutory declarations (SD) to show support for any collaboration with other coalitions.

Jelebu MP-elect Jalaluddin Alias says the decision was made during the meeting, which went smoothly, and all 30 MPs acted in solidarity.

“We have made a decision. Leave it to the BN secretary-general to make the statement.

“No SDs have been signed. We are not siding (with anyone).”

Istana Negara confirms deadline remains at 2pm

1pm: The 2pm deadline for political parties or coalitions to prove their numbers and nominate a prime minister candidate will not be extended any further.

"No (it will not be extended) and to remain at 2pm," the Comptroller of the Royal Household Ahmad Fadil Shamsuddin tells Malaysiakini’s Hariz Mohd.

He was asked whether the deadline will be pushed any further.

Parties or coalitions that have the majority of support were supposed to inform the Yang di-Pertuan Agong by 2pm yesterday, but His Majesty extended the deadline for another 24 hours following requests by party leaders.

With less than one hour to go, it remains to be seen which coalition will form the government.

‘I’m just here to deliver food,’ says ex-Alor Gajah MP

12:55pm: Former Alor Gajah MP Redzuan Mohd Yusoff feigns ignorance when asked a flurry of questions upon arriving at Perikatan Nasional chairperson Muhyiddin Yassin's residence at Bukit Damansara.

Asked about developments on SDs for Muhyiddin or if anyone has pulled support, Redzuan repeatedly replies that he does not know.

Instead, he says he only stopped by to meet the media so he can drop off food - KFC meals. He then rushes off inside Muhyiddin's home.

There has been a flurry of visitors flocking the Bukit Damansara residence since this morning - most of whom are Bersatu leaders.

Hisham moots BN remaining in opposition

12:50pm: Sembrong MP-elect Hishammuddin Hussein - who was speculated as siding with Perikatan Nasional - now moots BN remaining in the opposition.

"If there is no consensus and final word, it is better for BN to act as an opposition and I am ready for that," he says.

He adds that he will remain loyal to BN and aims to "heal" Umno, while not compromising on his stand.

Hishammuddin is against BN forming a government with Anwar Ibrahim and Pakatan Harapan.

MCA: No SD signing yet, statement will be issued

12.15pm: MCA secretary-general Chong Sin Woon says the BN supreme council meeting has decided if a BN-Pakatan Harapan collaboration would be realised.

Chong, speaking to the press, says the BN top brass is meeting with coalition MPs now.

“We have discussed, and they are meeting with MPs now.

“It was a good discussion. No signing of SDs yet. Let BN chief (Ahmad Zahid Hamidi) or secretary-general (Zambry Abdul Kadir) issue a statement,” he says.

Meanwhile, MCA president Wee Ka Siong echoes Chong’s sentiments, saying “they will make the announcement”.

DAP urges calm over political deadlock

12.11pm: DAP secretary-general Anthony Loke has urged calm from all quarters pending the final decision by the Yang di-Pertuan Agong on choosing the prime minister.

"The ongoing process may be new to our country, but it is normal in parliamentary democracy in the Westminster system, where no one political party/coalition gains the majority in the August House.

"DAP will forever uphold the principles of the Rukun Negara, and defend the supremacy of the country's Constitution," Loke says in a statement today.

"Peace and security of the rakyat must be preserved in celebrating the burgeoning democracy in the country," he adds.

Free popcorn to watch political drama unfold

12pm: The media gathering outside Gate 2 of Istana Negara gets free popcorn while waiting to provide the nation with updates on the unfolding political drama.

As the 2pm royal deadline looms for all political parties to submit their final coalition partners and a prime minister candidate, more free food also arrives for distribution at two tents set up on mud-soaked grass after overnight rain.

Most sit at the tables but others bring their own chair.

BN and PN top brass in concurrent meetings

11.45am: Top BN leaders are currently meeting on the 30th floor of WTCKL, Kuala Lumpur.

Some of them, including Sungai Besar division chief Jamal Md Yunos, seem to suggest that a BN-Pakatan Harapan deal is in the offing.

A short distance away in Bukit Damansara, top Perikatan Nasional leaders are converging at Muhyiddin Yassin's house.

Among those present at PAS president Abdul Hadi Awang, Bersatu deputy president Ahmad Faizal Azumu and PN secretary-general Hamzah Zainudin.

Hamzah: Another MP backs Muhyiddin as PM

11.30am: Perikatan Nasional (PN) has received a statutory declaration (SD) from another MP, backing the coalition's chairperson Muhyiddin Yassin as the prime minister.

PN secretary-general Hamzah Zainudin says in a statement that the SD has been delivered to Istana Negara this morning. However, the statement does not give the name of the MP.

The country has been locked in an impasse over forming the government after last Saturday's 15th general election, with Pakatan Harapan chairperson Anwar Ibrahim and Muhyiddin claiming to have a majority to capture Putrajaya.

Umno must call for EGM, says Jalaluddin

10.50am: Jelebu MP-elect Jalaluddin Alias says Umno must call for an extraordinary general meeting (EGM) if the party decides to collaborate with Pakatan Harapan.

He reiterates the party's decision not to work together with Harapan, saying no one individual can change the party's stance.

“I contested under BN, I’m a party man. I will not go against the party stance.

“If the party makes a new decision, it has to be agreed by all MPs,” he tells the waiting press at Umno headquarters in Kuala Lumpur.

More BN leaders arrive for meeting

10.30am: It is understood that caretaker prime minister Ismail Sabri Yaakob has also arrived at the Umno headquarters to attend the BN supreme council meeting.

It is believed that Ismail Sabri entered the building via basement parking. His press secretary Azmi Tarmizi is spotted here.

Meanwhile, Umno vice-president Mohamed Khaled Nordin, Sabah BN chief Bung Moktar Radin and MIC deputy president M Saravanan are also seen entering the building.

BN top brass to meet at 11am

9.50am: Umno Federal Territory chief Johari Abdul Ghani arrives at Umno headquarters in Kuala Lumpur.

Johari is among BN’s top leaders to arrive here for an apparent coalition supreme council meeting which is scheduled at 11am today.

However, the Titiwangsa MP refuses to divulge further details to the waiting reporters.

MCA secretary-general Chong Sin Woon arrives shortly after Johari at 9.55am.

“To decide,” Chong says briefly when asked about the meeting.

Chong’s arrival is followed by MCA deputy president Mah Hang Soon.

All quiet at Umno headquarters

8.30am: It's an overcast morning in much of the Klang Valley.

So far, World Trade Centre Kuala Lumpur (WTCKL), the headquarters of BN and Umno, is quiet.

Some reporters are also stationing themselves outside Pakatan Harapan leader Anwar Ibrahim's residence in Sungai Long, Selangor.

According to Sin Chew Daily, some reporters were there since 5am.

Racial rhetoric worries Anwar

8am: Pakatan Harapan leader Anwar Ibrahim is concerned over the fanning of racial sentiments and rhetoric of late. He blames it on "desperate" and "interested" groups.

"The work and efforts in forming a responsible and stable government should not be disturbed because Malays, Chinese, Indians, Orang Asli and the natives of Sabah and Sarawak are brothers.
