Police to refer investigation on ex-CID chief Shuhaily to AGC tomorrow
Police will refer the investigation into allegations that Malaysian Border Control and Protection Agency (MCBA) director-general Shuhaily Zain physically assaulted two police personnel at KLIA to the Attorney-General’s Chambers (AGC) tomorrow.

Police will refer the investigation into allegations that Malaysian Border Control and Protection Agency (MCBA) director-general Shuhaily Zain physically assaulted two police personnel at KLIA to the Attorney-General’s Chambers (AGC) tomorrow.
Inspector-General of Police Khalid Ismail said Bukit Aman’s Criminal Investigation Department (CID) is investigating Shuhaily (above), who is a former CID director, under Section 323 of the Penal Code for voluntarily causing hurt.
He also confirmed that police reports were received from two police officers, alleging physical assault by Shuhaily, in a Sept 28 incident.
“The investigation papers will be referred to the AGC on Oct 6, 2026 for review, advice and further directions, in accordance with Article 145(3) of the Federal Constitution.
“To date, statements have been recorded from 25 witnesses, comprising police officers and personnel, MCBA officers, auxiliary police personnel of Malaysia Airports Holdings Berhad, baggage handling system workers, medical officers, and independent witnesses,” Khalid said in a statement.

If convicted under Section 323, an offender may be sentenced to up to one year in prison, fined up to RM2,000, or both.
In a press conference after a video clip of the incident went viral, Shuhaily said he would leave the investigation of the allegations to the authorities and was prepared to accept any decision by the government.
He joined the MCBA on July 1, 2025, after being appointed the agency’s director-general for a two-year term, ending on June 30, 2027.
He wanted to force absolute order, but forgot the golden rule of Yin & Yang: push any extreme hard enough, and you become the very evil you’re fighting.
The police is highly conflicted to be investigating this incident. Isn’t there an independent body that can be trusted to investigate? Like the IPCMC? Oh, we have something like IPCMC but not quite the same? Oh, we’ve been promised these reforms 4 years ago but none come to fruition? Why does it smell rotten?
Shuhaily is one of the best officers we have today. There obviously is a black syndicate monitoring him closely to nab him. Give him a chance otherwise it would be like ”evil over good.” Foreigners entering & leaving the country at ease indicates serious lack of enforcement and corruption. Eventually, the foreigners will wreck havoc as seen in many parts of the nation including Selayang. Why wait when the red flags have been raised on this burgeoning issue. Check it now!!
