"We still do not have a copy of the (water restructuring) agreement.
"We will write to the ministry to have the document made a public document, which will allow us to disclose it to the people," Azmin said.
"However, the problem is the document is still covered under the Official Secrets Act (OSA)," he added.
Azmin was speaking at the state administrative office in Shah Alam today.
Despite former menteri besar Abdul Khalid Ibrahim having tendered his resignation on Aug 26 after the prolonged MB crisis, he pushed ahead to sign the water restructuring agreement, a matter that was one of the points that had led to his expulsion from PKR.
Khalid signed the master agreement of the water restructuring deal with Energy, Green Technology and Water Minister Maximus Johnity Ongkili in Putrajaya on Sept 12, while PKR was still making a bid for its president Dr Wan Azizah Wan Ismail to be the new menteri besar.
The agreement is the conclusion of a memorandum of understanding (MOU) that Khalid signed with Putrajaya on Feb 26.
Azmin was eventually sworn in as Khalid's replacement on Sept 23.
